Vincent Routhier’s practice focuses on international trade and customs law; particularly in trade remedies (ADD | CVD), cross-border trade facilitation and customs/export controls compliance. He assists clients in developing import and export compliance programs and has represented clients before Canadian, U.S. and European agencies in the context of trade and customs proceedings. He advises corporate clients and governments on a broad range of international trade and customs law technical matters, providing strategic counsel in regards to issues arising from WTO Agreements, bilateral trade agreements (CUSMA/NAFTA/CETA/CPTPP), Canadian, American and European Union member state trade and customs provisions.
He provides clients with strategic and technical expertise with respect of ADD and CVD methodological issues, injury investigations, Safeguard proceedings, and Judicial Review. He has appeared before the Canadian International Trade Tribunal, the Canadian Federal Court of Appeal, the Supreme Court of Canada, the U.S. Department of Commerce, the U.S. International Trade Commission and the EC’s DG Trade. He also advises and represents clients with respect of tariff classification, valuation, origin, marking, penalty determinations (AMPs) and export controls.
He is rated in LEXPERT® and WHO’s WHO LEGAL (WWL) as a Leading Lawyer in Customs and Trade. He is a Certified Commercial and Civil Arbitrator and has been named to the CITT’s Expert Advisory Committee and appointed by the Governor General in Council as a permanent Panel Roster member for Canada under CUSMA. He manages the Customs and International Trade Law Practice.
